Official Vendor Rules, Terms & Conditions
By registering or paying for a booth space at Trunk or Treat, Shop, & Eat, all vendors, restaurants, advertisers, and sponsors agree to strictly adhere to the following 18 official event policies:
1 Booth Footprint & Tent Weighting
All spaces are strictly 10' x 10'. Vendors must supply their own commercial-grade popup canopy tent, tables, chairs, and displays. Minimum 40β50 lbs of weight per tent leg is MANDATORY (sandbags, water weights, heavy metal weights). No ground staking is permitted due to asphalt and concrete surfaces.
2 Setup & Breakdown Hours
Vendor check-in and load-in is Thursday, October 29, 2026 from 2:00 PM to 4:30 PM sharp. All vendor vehicles must be removed from the event footprint by 4:30 PM. The event opens at 5:00 PM and concludes at 8:00 PM. No early teardown or vehicle entry is permitted until 8:00 PM and after crowd clearance.
3 Electricity Access Regulations
Electricity is NOT provided and NOT available for Standard or Premium Business Vendors. Battery-powered lights and displays are permitted. Electricity access is strictly reserved for pre-approved Restaurant Tasting Partners who specified electrical equipment during registration intake.
4 Trick-or-Treat Candy Requirement
Every participating business and organization vendor must supply candy or treats for an estimated 500 trick-or-treaters. All candy/treats must be commercially manufactured and individually sealed in factory wrappers (no home-baked unpackaged treats from retail vendors).
5 Recommended Marketing Attachment
Vendors are actively encouraged to tape or attach business cards, coupons, flyers, or QR code promotional stickers directly onto their trick-or-treat candy to drive post-event customer acquisition.
6 Registration Subject to Approval
Payment of registration fees reserves your request but does not guarantee acceptance. Bell Empire Media & Events reserves the right, in its sole discretion and subject to law, to approve or decline any applicant. If declined, a 100% refund of the registration fee will be promptly issued.
7 Category Exclusivity & Mix
To ensure high profitability and diversity, festival management regulates vendor categories and limits duplicate businesses. Acceptance is curated to protect vendors from direct competition within their specialized category.
8 Prohibited Merchandise & Displays
The following are strictly forbidden: weapons, fireworks, toxic or hazardous materials, illegal substances, adult/obscene materials, and unauthorized alcoholic beverages. All displays must maintain a family-friendly rating.
9 Sound & Amplification Limits
Official event music and announcements are provided by the festival's main stage sound system and live DJ. Independent speakers, microphones, or loud sound systems that interfere with neighboring booths or announcements are prohibited.
10 Trash & Waste Disposal
Vendors must keep their 10' x 10' area clean throughout the event. Upon breakdown, all boxes, packaging, and waste must be packed out or deposited in designated festival commercial dumpsters. Leaving trash in your space results in vendor disqualification.
11 Weather & Outdoor Operations
Trunk or Treat, Shop, & Eat is an outdoor, rain-or-shine community festival. In the event of severe weather that poses a safety hazard, festival management coordinates with City of Kemah officials and reserves the right to alter event schedules.
12 Cancellation & Refund Policy
If Bell Empire Media & Events declines an application, a full 100% refund is issued. For approved vendors who choose to cancel, written cancellation notice must be received by October 15, 2026. No vendor-requested refunds are issued after October 15, 2026.
13 Health Department & Food Compliance
Restaurant Tasting Partners and food vendors must comply with Galveston County Health District health codes, obtain any required temporary food permits, and follow standard food safety, handwashing, and temperature maintenance protocols.
14 Signage & Space Boundaries
All banners, signs, flags, racks, and displays must remain strictly inside the boundary of your allocated 10' x 10' footprint. Walkways and fire lanes must remain completely unobstructed at all times.
15 Parking & Vehicle Regulations
Vendor vehicles are allowed into the festival perimeter solely for rapid unloading during the 2:00 PM β 4:30 PM load-in window. Once unloaded, vehicles must be immediately relocated to designated vendor parking lots before booth assembly begins.
16 Professional Code of Conduct
All vendors, staff, and representatives must conduct themselves with courtesy, professionalism, and integrity. Disruptive behavior, harassment, or non-compliance with festival staff instructions will result in immediate removal without refund.
17 Insurance & Liability Release
Vendors are solely responsible for their merchandise, equipment, money, and personal safety. Bell Media Empire LLC, Seismic Rave Media, the City of Kemah, and Kemah Police Department assume no liability for loss, theft, damage, or injury.
18 Binding Acceptance of Terms
Submitting an online registration, issuing payment, or submitting the post-payment intake form constitutes full, legally binding agreement to all rules, schedules, guidelines, and terms outlined on this site.
